About Fintech Farm We are a UK fintech creating successful neobanks in emerging markets in partnerships with local traditional banks. The mission is to make banking services accessible, simple and fun to use worldwide and the goal is to launch neobanks in 50+ markets, serving 100m+ customers.
Our success builds upon a best-in-class product, customer experience, emotional engagement, viral marketing and deep credit-decisioning expertise across our product suite covering credit, payments, savings and investments. One of our founders also previously co-founded a highly successful Eastern European neobank with a multi-million customer base.
We launched our first market with Leobank in Azerbaijan in 2021, where we’ve already taken a leading market position. Our next market was Vietnam, where we launched Liobank in early 2023 and have also reached strong traction. We embrace the ‘we over me’ culture. Your Role This role is the technology leadership position responsible for building and launching the IT function for a new digital bank in a new market.
As CIO, you will shape and execute the technology strategy, leading infrastructure, cybersecurity, cloud, and core systems setup from the ground up.
You will ensure a secure, scalable, high-performance platform and drive innovation as Fintech Farm expands globally. What You Will Be DoingTechnology Strategy & Leadership * Define long-term global IT strategy aligned with business goals and neobank expansion roadmap * Build scalable, secure, high-availability systems for multi-region deployments * Lead digital transformation initiatives across the organization
Infrastructure & Cloud Engineering * Oversee hybrid cloud environments (AWS / Azure / GCP + on-prem) * Ensure resilient multi-region deployment, DR/BCP, FinOps practices * Build and govern infrastructure platforms across all markets
Cybersecurity & Compliance * Own cybersecurity strategy end-to-end * Implement ISO 27001, PCI DSS, SOC2, GDPR * Champion security-by-design and OWASP API Security * Collaborate with regulators across multiple jurisdictions
Enterprise Architecture & Data * Build scalable data architecture for real-time analytics and AI * Ensure data governance, lineage, privacy, secure data exchange
Engineering & IT Operations * Oversee enterprise systems, identity management, IAM/SSO, endpoints, MDM * Lead development & maintenance of mission-critical systems and middleware * Ensure reliability through SLI/SLO, monitoring, distributed tracing, logging, incident management
Innovation * Drive initiatives in AI, automation, blockchain, ML-based decisioning, intelligent routing * Identify and adopt emerging technologies to improve product and operations
Team Leadership * Lead distributed IT & engineering teams (30–50+ people) * Hire, mentor, develop future tech leaders * Embed large-scale agile practices (LeSS)
Who You Are
A senior technology executive with deep experience in fintech, neobanks and large-scale distributed systems. You are: * a visionary strategist for multi-market neobanks * a hands-on engineering-minded leader * security-obsessed and compliance-ready * a strong communicator aligning tech & business * an inspiring mentor building high-performing teams
And importantly: * you naturally operate with an AI-first mindset, embracing AI-driven development, automation and decision-making across engineering, operations, and business processes * you are passionate about embedding AI as a core capability of the organization rather than an add-on * you understand how to scale platforms, teams, and workflows where AI is a default part of the toolkit
Required ExperienceFintech Expertise * 5+ years in fintech / neobanks / payments / issuing * Experience with core banking systems: Temenos, SAP Banking, Tieto, local CBS * Integrations with processors: Way4, Visa, Mastercard * Building middleware between frontend and core banking
Leadership * 10+ years in IT, including 3+ years as CIO/CTO/Head of Engineering * Managing globally distributed teams (30–50+) * Experience building teams & systems from scratch * Practical experience with LeSS
Security & Compliance * ISO 27001, SOC2, PCI DSS — implementation & maintenance * Working with regulators in multiple jurisdictions * Security-by-design methodology * OWASP API Security
